I rough the shape on a HSS blank with it and then grind a small lip on it with my bench grinder that is set at a lesser angle with a carbide green wheel on it (not correct but works and is faster than changing out the wheel on the T&C grinder). If I need it better than that I then follow by hand honing on my knife sharpeners finest stone.

White stones are ideal for HSS, but need to be operated at the proper speed. They can be expensive and hard to find for a typical bench grinder. If you can find them, go for it. They are very good and don't burn the tool as badly as gray wheels. The biggest help in fast forming of tools is a big honking grinder.

What are you using to hold HSS blanks in place position and orientation during grinding? My hands, plus a plywood push block. Some folks use jigs or tool holders to hang onto the bit. As for grits, I grind with a 36 grit to shape and an 80 grit to take off the coarse grind marks before moving to a diamond stone. 100-120 grit belts will do it as well or better. And yes, a belt sander is far more efficient at grinding HSS tool bits vs a bench grinder. This is especially true when we use ceramic belts.
